Gas and electricity bill payment
Government to support companies affected by the increase in energy prices implemented various support systems.

Tariff Shield

The tariff shield is a device that allows you to control the increase in the price of electricity up to 15% from February 1. 2023 (previously 4%).
This cap prevents a 120% increase in energy bills for eligible companies.

WHO?
To benefit from the tariff shield on your energy bills in 2023, your company must:
=> Less than 10 employees.
=> Turnover less than two million euros.
=> Electricity meter with power less than or equal to 36 kVA.

Yes ?
The increase is limited to 15% for electricity from February 2023.
Note: From January 1, 2023, the price shield limited the gas price increase to 15%.

How?
To benefit from this assistance, the company must send the certificate of conformity directly to its supplier. energy.

Guaranteed price €280/MWh
After government negotiations, suppliers agreed to provide security to all VSEs In 2023, it will not pay more than 280 euros/MW on average for electricity.

WHO?

Electric damper
The electric dumper came into force on January 1, 2023 after Decree No. 2022-1774 dated December 31, 2022.

WHO?
Your company is eligible under certain conditions:
=> if you are a VSE or an SME with less than 250 employees
=> if your company is not eligible for tariff shield
=> and if your electricity meter is more than 36 kVA.

Yes ?
The aid will be integrated directly into companies’ electricity bills, and the state will compensate suppliers.
The damper will cover 50% of the bill’s “energy share” at a unit price of €180/MWh. €500/MW. The maximum reduction in the unit price will be €160/MW across all consumption.

How?

Electric shock absorber: how is it calculated?

Example 1:
The SME electricity contract (excluding Turpe and HT) averages €400/MWh (€0.4/kWh) per year.

=> the buffer consists in attributing the cost of energy, more than 50% of the consumed volume, to the price of €180/MWh (0.18€/kWh): This leads to a reduction of 400-180 = 220 €/MWh ( €0.22/ kW/h) on 50% of volumes.
Reduced to 100% of volumes, the calculated unit price will then be €290/MW (400-(220/2)) and the damper here allows for lowering unit price €110/MWh (€0.11/kWh).
=> Therefore, the state pays 110 €/MWh (0.11 €/kWh) to the total account through the buffer, i.e. a decrease is about 20% of the total bill.

Example 2:
The SME has a contract with an electricity price (excluding Turpe and HT) of €600/MWh (€0.6/kWh) on average over the year, that is, a price higher than the ceiling provided for in the decree, which is set at 500€/MWh (0.5€/kWh).
=> the buffer consists of attributing the cost of energy, more than 50% of the consumed volume, to the price of €180/MWh (0.18). €/kWh): this leads to a reduction of 600-180 = €420/MWh (0.42 €/kWh), which exceeds the ceiling amount of the damper of 320 €/MWh (0.32 €/kWh) allowed by the decree. (320 = 500-180).
Therefore, this cushioning ceiling amount of 320 €/MWh (0.32 €/kWh) applies to 50% covered consumption. by the damper.
Reduced to 100% of volumes, the calculated unit price will then be €440/MW (600-(320/2)) with a moderate damper effect €160/MWh (€0.16/kWh) paid by the state.

Gas / Electric help desk

Decree No. 2022-967 dated July 1, 2022, successively amended by Decree No. 2022-1250 Decree No. 2022-1279 dated 23.09.2022, dated 30.09.2022 and Decree No. 2022-1575 dated 16.12.2022 establish special assistance for companies affected by the economic and financial consequences of the war in Ukraine. to an increase in natural gas or electricity supply costs.

All companies that meet the conditions of the order and do not benefit from the tariff shield can take advantage of this assistance during one or more periods already opened or opened:

=> During the aid application period, the energy price has increased by 50% compared to the annual average price paid in 2021.
=> Energy costs during the bailout period are more than 3% of turnover during the same period in 2021

=> 2021 energy costs more than 3% of 2021 revenue or 1H 2022 energy costs >6% of 1Q 2022 revenue
=> negative EBITDA or 40% down


Yes ?
The aid consists of several components, limited to 4, 50 and 150 million euros, respectively, depending on the characteristics of your company.
=> Aid up to 4 million euros: the amount of aid corresponds to 50% of the difference between the 2021 bill and the 2022 bill, increased by 50%, up to 70% of 2021 consumption.
=> Aid up to EUR 50 million: the amount of aid corresponds to 65% of the difference between the 2021 bill and the 2022 bill, increased by 50%, up to 70% of 2021 consumption.

Postponement of payment of social payments

Urssaf supports employers and self-employed workers facing cash flow challenges due to rising energy costs, offering them step-by-step support and tailored solutions to overcome challenges.

Employers
